Jul. 3--Disgraced Vivendi chief Jean-Marie Messier is open for business.

The former media mogul, who scored big this week when an arbitration panel ordered Vivendi to pay him $23.4 million, has leased a 3,500-s...uare-foot office on the 15th floor of 1 Rockefeller Plaza, sources told the Daily News.

It's for his new consulting and investment banking firm, Messier Partners. Messier's been taking meetings there with investors.
