Jan. 7--WASHINGTON -- A three-judge federal panel Tuesday upheld a new congressional map for Texas that Republicans pushed through the state legislature despite two walkouts by Democrats.
Democrats will appeal to the Supreme Court, but if they lose or the court declines to take the case, Tuesday's ruling could cost Democrats as many as seven seats in the House of Representatives in November and go a long way to assuring a Republican House majority for years to come.
